Along with the legal matters concerning their city council, the City of Avery is facing financial concerns on a federal, state and local level, according to court documents and local citizens.

The matters stem from years of unpaid bills, failed credit and unpaid taxes during the last several years while the city has been under the direction of Mayor Bill Trimm and former city secretary Lynn Stephenson.

Stephenson was arraigned Tuesday morning on charges of theft of public funds greater that $20,000 and less than $100,000. Stephenson waived the formal reading of the charges and entered a plea of not guilty. If convicted she faces a sentence of 2 to 20 years.
